Maybe-Parent-Approval names a function, with lambda list (TOOT CLIENT):
Check for existing parent approval.
If a parent has already authorized this Toot, they'll sign right in.
Calls TOOTSVILLE WS-APPROVE-TOOT or TOOTSVILLE WS-DENY-TOOT if an existing approval exists. Otherwise, returns silently.
